International Center for Community Development - ICCD ( formally The Hispanic Learning Center) was founded in February 2001 by Mrs. Doris Goedeke, Doris died July 25, 2011 after a long battle with cancer. Although the ICCD’s main focus is education, it also mobilizes the Hispanic community and serves as a relay point for information; incorporates community outreach activities by partnering with local organizations; provides parenting classes to new parents; and has a club for teenagers that focuses on community service.
While the ICCD targets individuals within our community that are primarily low-income, underserved Hispanics who do not speak English or speak limited English, our policy is to serve all individuals regardless of race, religion, ethnic group, or economic or social status.

The ICCD has developed significant milestones SINCE 2001:
February 2001
The ICCD received its 501(c)(3) nonprofit status and was incorporated by the state of North Carolina.
June 2001
ICCD started its first Girl Scouts Summer Camp at St. James Catholic Church in Concord and also began its Community Outreach Program.
Late 2001
ICCD established a partnership with the Rowan-Cabarrus Community College to offer English as a Second Language (ESL) classes for adults and GED preparation for high school dropouts.
April 2003
The Center relocated to a larger facility, in-kind donation by the Presbytery of Charlotte, Presbyterian Church (USA), to accommodate the growing need in the community.
By 2004
ICCD had launched its website www.thehlc.org to assist in communicating the work being accomplished. This proved to be an invaluable resource for local schools and area students to find tutoring services and also to locate service-learning volunteer opportunities.
As of spring 2009-2011
ICCD after School ESL Tutoring Program had grown to a daily average of 75 students, taught by six-seven bilingual Certified ESL teachers and an average of 5-7 volunteers per day.
ICCD has offered many outreach programs, including community awareness sessions in conjunction with the City of Concord, Cabarrus County Schools, Carolina Medical Center-NorthEast, the Concord Police Department, the Concord Fire Department, Community Free Clinic, second harvest food bank, Piedmont Behavioral Health, Toys for Tots, and many other organizations and a network of local physicians.
In the past, ICCD has been in partnership with Smart Start for early childhood education programs and parenting classes; Time Warner Cable, using “Time To Read,” a literacy program; and Communities in School, for school supplies.
